FREDERICKSBURG, Va. – Lynne M. Keenan has been named Fredericksburg Residency Administrator for the Virginia Department of Transportation in Caroline, Spotsylvania and Stafford counties.
Keenan will lead highway maintenance and operations, land use, emergency response and snow removal for more than 2,200 miles of state-maintained roads in the Fredericksburg area.
She will oversee 116 employees and a maintenance and operations budget of $18.5 million and will serve as the primary local government liaison for all VDOT programs.
“Lynne brings outstanding skills as a project manager and planner who has worked to build relationships between military installations and local communities,” said Marcie Parker, P.E., VDOT Fredericksburg District Engineer. “She shares the agency’s commitment to providing outstanding customer service and finding workable solutions that make travel safer and easier for all users. She looks forward to collaborating with local government leaders as communities seek to achieve their transportation goals.”
Prior to joining VDOT, Keenan worked as Community Plans Liaison Officer for the Naval Support Activity South Potomac in Dahlgren, Va., and Indian Head, Md. She also spent three years as the head of asset management for the base public works department, where she led implementation of master plans for the installation and its transportation network.
She has more than a decade of experience in community planning and asset management, and has worked for the Department of the Navy at positions in San Diego, Calif., and Naples, Italy. She began her career as a rezoning facilitator for the Town of Cary, North Carolina.
Keenan holds a master’s degree in public policy and public administration from Northwestern University and a bachelor’s degree in urban and environmental planning from the University of Virginia. She was certified as a Leadership in Energy and Environmental Design (LEED) Green Associate in 2010.
She is currently enrolled in the Fredericksburg Regional Chamber of Commerce’s Leadership Fredericksburg 2019 class.
Keenan lives in the City of Fredericksburg with her husband and two small children.
