Chesapeake Bay Act; Cut One, Plant Two!

The Chesapeake Bay Act is a complicated piece of legislation, but when you understand the Acts main goal it is easier to understand the meaning behind the documents vast and varied limitations placed on citizens and localities.
First it is important to understand that the Department of Environmental Quality, the highest entity that enforces the Act, primarily focus on policing localities, meaning they go after localities for violations and leave it to localities to enforce the Act on citizens.
If a citizen violates the Chesapeake Bay Act, it is not uncommon for the DEQ to impose a fine on the locality. The locality then must decide how to proceed enforcing the fines or punishment to citizens for the violation…
