Westmoreland Drug Investigation “Non-Stop” Leads to Multiple Arrests Three Suspects From Colonial Beach

During the early morning hours of Thursday, September 2, 2021, Operation ‘Non-Stop’, an extensive undercover investigation resulted in the arrest of ten individuals on narcotic indictments.
 
Detectives with the Westmoreland County Sheriff’s Office conducted the investigation in conjunction with the Tri-County Drug Task Force.
 
Members of the task force include sheriff’s offices from Caroline, King George and Westmoreland, the Naval Criminal Investigative Service and the Virginia State Police. Essex County Sheriff’s Office and Tappahannock Police Department assisted with the roundup. All arrests were made without incident.

Those arrested as well as charges are:

Robert N. Bibbens, 27, Hague, four counts of possession with intent to distribute a Schedule I or II controlled substance (Cocaine, Eutylone, Heroin, Methamphetamine). No Bond

Teddy C. Clinkscale, 20, Town of Colonial Beach, three counts of distribution of a Schedule I or II controlled substance (Cocaine, Eutylone), one count of distribution of a Schedule I or II controlled substance within 1,000 feet of a school, one count of conspiring to distribute and one count of Child Abuse/Neglect. $3,000 Secured Bond

Nakia C. Forsythe, 26, Town of Colonial Beach, one count of distribution of a Schedule I or II controlled substance (Eutylone) and one count of conspiring to distribute. $3,000 Unsecured Bond

Willie D. Franklin, 39, Fredericksburg, one count of distribution of a Schedule I or II controlled substance (Methamphetamine). Personal Recognizance Bond.

Jerry T. Newman, 32, Oak Grove, four counts of distribution of a Schedule I or II controlled substance (Cocaine, Eutylone, Methamphetamine) $3,000 Secured bond

Conway E. Payne, Jr., 38, Montross, three counts of distribution of a Schedule I or II controlled substance (Cocaine). No Bond
